xerox d95 prints smudged

Can somebody help me, all the developer was gone in 10,000 prints
it was clean, the deve housing was changed, but the same atc sensor
replace drum, and now it prints dirty

Did you run through the developer setup once replaced? MAX setup?

Clean Ros and Adc sensor,
Check Vclean reading
Run Procon on print and check readings
