Please clarify: IP of each router, IP of Xerox WCP 65, IP of Dell computer, is it vonage or verizon(probably doesn't matter), how is it wired, do you have more than 1 dsl or internet connection.
You are using 2 routers but are you routing or just using the switch ports of one router without using it's wan port?

Assuming that's the case, and 192.168.1.1 is one of your routers and the other has a different IP(it must have a different IP then the Westell), then everything should work. Make sure DHCP is off on the router that is not connected to your DSL and you should be fine.

Or for a better solution, that lets you simplify your network:

Since the Westell is probably the weaker router, you might try plugging the printer and the PC into the IP phone router and just connect it's WAN port to one of the LAN ports on the westell, then login to the westell and turn the firewall off if you don't want a double firewall or if voice quality suffers. This will leave the IP phone adapter to be your gateway router and the westel will be a simple dsl modem and won't interfere.
