It looks like you need to do an Altboot install. If you can't see the dlm file in the upgrade folder then it seems there is some kind of corruption on your ESS hard drive. Use the Altboot procedure and see if it will reload. Also there might be an issue with the CCM NVM battery or the CCM module itself.

You cannot perform software upgrade until get machine is fully operational, mean machine come to ready to copy.

If your battery on ccm pwb have 3v and you still can not get machine to working condition (connect wcps diag and perform dc 105 and dc133 as someone mentioned here before) then your ccm pwb or ccm nvm pwb is broken

If you use the Altboot version of reload then it should come up. Read in the installation procedure of the manual to do the Altboot reload. The Altboot goes around the normal way of upgrading when you have a machine that won't come up ready.

Altboot will load just controller software, not for IOT.
But think his problem is not with controller then with CCM or CCM NVM PWB or he did not follow procedure for battery replacement.

change both install phases to installed, set proper product type, system configuration, voltage and frequency and allow machine to restart.
if machine come to ready to copy then you can upgrade system software.
if still get dots and communication problem message try with new CCM NVM PWB or CCM PWB
