black band on DC250 prints..

I am getting this black band when printing on the DC250... it goes from start to end on the paper.

also got a 091-312 error..
any ideas ??

clean charge scorotron on black drum or replace scorotron.

where can I get a manual, i really need some pics to clean some sensors or look at the fuse and see if its not a problem there...
