WC 7665 " Host to Host USB communication failure"

I have a friend in town who brought in a WC 7665 a few months ago. It was having issues and he was advised to get a new controller.

He has just got the new controller and installed it but is getting the message:

" Host to Host USB communication failure"

He says he has double checked the USB cable several times and it seems to be fixed right. Any ideas what might be wrong here if it isn't actually the USB cable itself?
