Is it crucial to have PWS for servicing Xerox Dc12 copiers or can I simply just use the service manual and internal service mode?

Not in my opinion, you can do most things including max setup from the UI and the service manual will get you far. I think you really need to have serious issues before the PWS is crucial

I used PWS just for registration settings.
