Xerox is always been so proprietary and all we are doing is trying to make a living. Why is it so difficult to ba able to resolve a"install phase incomplete" code?

The only way around this is a PWS and reload MRD, if you do not have this then you will need to get an already programmed NVM Software module. You could try this as well
1. Enter diagnostics
2. Enter DC131 (NVM Read/Write)
3. Enter 03 Machine Run Control and change the following locations.

set 3-005 (System Install Phase) to 4 (Install Complete)
set 3-018 (DC Install Phase) to 4 (Install Complete)
May work or not.
