Phaser 7400 problem

I dont normally work on xerox printers but this was brought in to the shop.
problem is when it prints a config. page it bleeds all the colors. you can see the background
and its blank. the transfer belt is covered in the toner but when you take it out and turn it by hand the cleaning blade does its job.
Any ideas?

Hi voltage unit. Something causing toner not to hold on to DV so I travels to the belt VIA Drums and in to waist toner bottle VIA cleaning device.

HV, i think is a mono board - one for all, it is under plastic covers under transfer belt - make sure it is clean and free of toner, etc. If bad - replace.
