Xerox 260 with bustle fiery and finisher

I have a xerox 260 with bustle Fiery and finisher
when you send print to the main tray everything works fine
when you send it to the top tray it runs 4 prints then pauses then 4 prints and pause and so on
anyone have any ideas ?
