Xerox DC 242....Black prints Issue

Hi all,
I have an issue when printing a black solid with white letters., the letters in the middle region( see attached) seem to fade out/ change to grey color. I have changed the drums and put in a new dev tank and dev powder. the problem still persists.

Please advice on what could be done.

Clean the ROS window. If that doesn't work you will have to disassemble the black ROS and clean the mirrors.
