Xerox 4150 won't boot

It tries to switch on, the UI panel glows blue, the leds lids up, the fan starts, then goes to sleep for a second and comes back trying and so forth.

I tried to remove the HDD PWB but it does the same.

Any ideas?

The machine was exposed to freezing temperatures during transport (for a 2 days), but it was left unused for 48 hours after transport.

Check the LVPS, maybe the capacitor under the heatsink, maybe blow up
