Phantom jam - Riso CR1610ui

Hi all - getting a "check settings" light along with a "3" light on my CR1610ui. From what I've seen of the manual, it seems like this indicates that the master disposal bin is not installed. However, it is in place. As far as I can tell, there's no master stuck in the machine. How can I fix this?
