RP3700 Error Code A16-525: Master Remains on Print Cylinder

Searching for advice on how to troubleshoot this issue. When I burn a master on one of my drums, the master fails to load onto the drum and I get this error. The issue is only happening on one drum so I know it's not the printer. Here's what I've tried so far:

-Cleaned master loading sensor.
-Replaced master clamp on drum
-Checked all the white plastic roller/wheels on master clamp.

Any thoughts on what the issue could be, and how to fix it?

Does the screen on the drum have the black strip? The RP checks for the presence of that via a sensor...that tells it whether a master is on or not, and it wont load a master if that isnt there.
