Master Fails Riso s 3700

I am back with issues on this S3700 Riso... The code is showing A17 Master need to be rewinded. I have tried for two hours to rewind. nothing worked.. I cleaned every sensor I cound find... It started when the masters ran out. I ordered rp3700 masters they said they were the same.
Please Help.. the customer is a Church and needs this unit to function.

Some things

Read the display and do exactly what is said. The cutter may be out of pos. Does it tell you to reload or remove and close the top? If it does not say reload then it will be the cutter out of pos. Take out masters close unit up press start then reload the masters. If it is not this I would check the disposal side. If there is a disposal problem the master making stops. It has already advanced the master so you will get the reload, because the master is out of position. Hope this helps if not post more info.

Is says to rewind the Master, I think you might be right about the cutter.. I tried rotating the cutter motor a few dozen times. I finally got it to load the master and stops and says remove the master on the drum. There is no master on the drum. I still go thru the steps. and close it up and the error A17-999 rewind the master again.. This is driving me nuts.

Pull the drum out and make sure the small white plastic rollers on the clamp are not broken.If all is ok, then cut a master by hand and load it on the drum, making sure you have it loaded correctly.Make a few copies to make sure the master is inked up(it doesnt like trying to unload a dry master) and then try to make a master.
