If it prints regular paper OK, timing is not an issue.
It sounds like you probably need to try experimenting with the green knobs in the feed area.
And on a machine that old, it wouldn't hurt to replace the feed rollers tires and separation pad. Or at least clean them off with soapy water (avoid alcohol if you can - it dries out the rubber).
Also, about the heavy paper setting, try setting that to normal thickness, and only use the thick paper setting if the machine starts having problems feeding the paper. The thick paper setting was only meant to be used for index card stock, if your cardstock doesn't have the smooth surface texture of index card stock the heavy paper setting will make misfeeding worse.

Thanks for the info. A quick check shows that the scraper pad is disgustingly dirty, while the rollers seem to be in pretty good shape (no noticeable rounding of the triangular corners). I'll give them all a cleaning and see what happens.

That said, I plan to order backup pads and rollers. I see that there are a couple options when purchasing these two parts: yellow or gray pads; and blue, black, or gray rollers. Right now, the machine has a yellow pad, a gray scraper roller, and a blue pickup roller. Do you suggest replacing these with the same?

And, since we're on the topic, in what situations would one require a high friction pad (gray) instead of a normal friction pad (yellow)?

For general purpose use, use the gray rollers and the yellow pad. The black rollers will probably work OK if you want to use them, but I haven't used them for quite a while so I'm not sure.
While the blue rollers are supposed to last twice as long as the gray or black ones do, I've only seen them work well for standard 20 pound plain paper of good quality, which kind of defeats the purpose of the Riso's robust feed system.
For what it is worth, I've only worked on general purpose machines, ones that were used to print on paper from the range of carbonless forms (NCR paper) to card stock. So I have no idea what the high friction pad was for.
