This machine, Brother MFC 4420C, shoots out blank copies when you copy, and fax. I was wondering if this problem is common and what can be done for it? It has ink in the ink cartridges, so I don't think that is the problem. Any help appreciated, Thank you.

Are there genuine Cartridges installed installed? Are the tubes filled up with ink?
You can try to force an extended or a power power cleaning mode inside the maintanance mode:
Select Program 76
choose:
"5 + Start"
extended (2 Min / 0,45cc ink)
"4 + Start"
power (2,5-4 Min / 3,21cc ink)
On the other hand - broken printheads are pretty common and in this case I'd recommand to dispose this little piece of... -

Try to print reports from the menu. If it prints then its a scanner issue if it doesnt then its in the print function area which would bring you back to cleaning issue that Jan suggested.
