NB: When the gears should be rotating that's when it gets stuck, tries and fails the restarts the test. If at one moment the gears decide to rotate, the printer gets ready but when you try to print, the problem recurs and keeps repeating the tests
check attached file, most new hp printers have a boot progress indicator and the info should be in service manual. certain older hp printers had the boot progress added via a firmware upgrade. attached pdf has info on the different stages of boot and what to check when it stops.
