HP Color Laserjet Managed Flow E67660z - HDD w/ 98.00.00 errors

This machine has been throwing this error off and on for a few weeks now. Firmware was upgraded and downgraded. The HDD was formatted, cleaned and diagnostically tested. No errors shown after running the test. Today I tried to install a non-encrypted HDD and received the 98.00.02 error. Tried numerous times to format and clean. Same result.
Then I see in the service manual that HP has a licensed secure HDD and any others won't work.

Has anyone had success in getting a non licensed HDD to work?

$300+ for an HP HDD is insane to me.

Secure erase in the pre-boot menu, reload FW. I've used non HP HDD tons of times.

I did this procedure 3x with the same result. It appears there's a licensing program within some of these managed printers HDD's that prevent a non HP HDD from working.
