HP M428fdn / fdw with a blank screen

I have two HP M428 series (fdn & fdw) that came in with black screens. I have replaced the screens and formatters with the same results. I don't have a parts machine to swap parts from and the customer doesn't want to drop anymore money in these.

Has anyone experienced this before? If so, what was the fix?
