21:10 is a Service station failure. This could be the motor on it dying or blocked, or the Aerosol fan is having problems.
Easiest thing to do is the replace the service station. When you do, the new service stations don't have a fan anymore, so unless you already have it, you'll need to upgrade the firmware as well.
Part # in the service manual for the Service Station is C7769-60149.
    Hope this helps.

I'm in the same boat, HP500 Designjet C7770B with 21:10. History:

Called in to replace the belt (it shredded). Replaced belt, tensioner & belt roller per service manual methods. Was very meticulous. Powered up plotter, 21:10. Rechecked all connections, manually moved SS gears, still 21:10. Replaced SS, still 21:10. Downloaded latest HP firmware (A.04.02) and flashed it. Still 21:10. Went into service mode, looked at settings. It does display the latest firmware.

There are no extra cards on this plotter (Jetdirect or GL).

I have checked and rechecked my work. The belt is aligned perfectly. On power up, the carriage sweeps end to end and then I get the error. When I punch the menu button it says severe error and gives a line number of ... 960 or 970 something.

What am I missing? Did I introduce the error somehow unknowingly?

      Thanks,

      -cc

I wonder if you damaged the cables when putting the cover back on. On the right side in the back are some cables that run all the way around the back to the formatter. You may want to pull it apart and see if you damaged those cables.

          System Error: 21:10
          Problem
          Description:
Service Station failure. The possible cause could be:
          1. The steps counted by the Service Station motor are not consistent
with the expected length of the current movement.
          2. The Aerosol Fan has reached its maximum current limit.
          3. The Service Station motor has shutdown because of blockage.
Corrective Action: Replace the Service Station/Aerosol Fan Assembly ⇒ Page 8-52.

I replaced the service station. Brand new HP. Didn't faze it.

I also wondered if a cable was disconnected so I followed just about every one I could find. They are connected.

Many times faced this error and most of them was the carriage belt. Also, lubricate the bar.
