First 1/4 of page is clear then it smears gets clear and smears.
Its fusing ok (This happens before the fusing) I switched out the cartridge and same thing happens.
Any ideas?

Try replacing the transfer roller.

Roll the print up to the point where the defect repeats itself. It will show you the diameter of the troublesome part. Drum, tranfer roller, or Fuser.
