When making prints or diagnostics sheets sent to the lower bin the front jogger doesn't go to the proper spot so the papers get stuck behind it. I thought the railing needed some triflow oil but it still doing the same thing. I am thinking it the Accumulator Unit or the Finisher Controller Board. has anyone seen this issue before?

Sounds like that machine might be printing on some bad paper. There might be too much change in the paper's moisture content, which will cause the paper to not lay flat enough for the finisher to work properly.

Im going to throw out a guess... Do the gates that switch where the paper goes have solenoids? If so maybe its like the feed solenoids and the foam is old and sticky.
Possible that a clutch assembly or home position sensor is bad; then look at controller pwb; My best guessIzzyComment
