Hi, You may have solved this by now but I have experienced the same thing, upgrades OK but then keep getting the resend upgrade message. I was fortunate enough to find this solution posted by MidNiteBlues7. I followed the steps and it works perfectley.
    Best wishes,
    Mark.

    Clearing RFU Error Message

1 Turn the printer power off.

2 Power on the printer and watch for the memory count to begin.

3 Holds down the STOP button when you see the memory counts begin. Continue holding down the STOP button until all three printer control-panel lights flash once and then remain on. This might take up to 10 seconds.

4 Press the SELECT (Checkmark) button and then the MENU Button

5 Scroll down until you see Clear All RFU Errors

6 Press the Select button twice until the highlighted cursor is the letter C in the word Clear

7 Scroll down until you see Set Runmode to Manual

8 Press the Select button once until the highlighted cursor is on the letter R in the word Runmode

9 Scroll down until you see Set RFU Error Off

10 Press the Select button twice until the highlighted cursor is on the letter S in the word Set

11 Turn the printer off and power up the printer

If this works you owe me a coffee. I did this onec or twice before a long time ago and it worked, but i can't remember if it was for your exact problem, but it was something to do with failed firmware udated. i got the above from the some other guy who posted it online somewhere.....
Unfortunately that didn't seem to help either. I did perform the firmware update via ftp without any change as well.

Anyway i prefer to use the FTP METHOD, hence you do not need any drivers ect. all you need is a crossover cable or if you are on a network use it. when you unziped the dowloaded firmware it produced a .txt file with f/w upadate methods and how to do them. do the firmware again using the FTP METHOD and it should solve the problem.

There is also an deeper menu to configure failed firmware and other settings, but i forgot how to get into that service mode at the moment, it is a combination of buttons that you hod and then power up the machine. this is not listed in the service manuals.

Per the Config Page the firmware looks updated. Something in this boot process is not setup quite right.

started a topic HP 4250 Boot Issue

    HP 4250 Boot Issue

Initially I updated the firmware due to a 49.4C02 error. The firmware updated via usb and when the machine started back up and ran the memory test the screen reads PROGRAM FILE TO SLOT1 CFLASH. I can scroll down to RUN BOOT IMAGE and tap the green checkmark button twice to restart the unit. Upon startup the HP runs normally until the power is cycled. Once the power is cycled the machine returns to PROGRAM FILE TO SLOT1 CFLASH message.

    Any ideas?
