Is it possible to connect a c6501 with an ic-408 straight to a pc with no internet or phone line?

Yep you can (do it all the time when testing)
As with the previous reply you use a cross over cable directly connected between the PC and the IC-408. Most network cards are auto switching now so a normal cable may work.

The PC needs to be within the same IP range as the IC-408.

you will need to set your IP manually... i know crazy...

takes 5 minutes if you have common network skills...

best bet is just to use same ip that network is on.
