IR Advance C5240A E021-0400 error

Not too familiar with Canons but looks like this code refers to black developer. The developer turns by hand fine, as the rest do. Get error NG when trying to test the motor in service mode. The manual says replace Drum Driver PCB? I assume that controls all developers as I get NG when trying to test the others. Also I assume it controls the drums as well but the drum drive gears turn briefly when machine warms up.
Any suggestions ?

Pin works it's way thru the collar of the coupler that drives the developer unit

Check the hopper. I had a case (e021-0100 Y) where the foil moved at the toner outlet from the hopper. When the hopper is opened, the toner cannot come out towards the developer station.
