    Bizhub application...

Maybe someone heard about something like in description.
Text was translated directly from information published in public procurment, so may be little difficult to understand.

"An application that allows users to report problems with device - possibility to report problems with the operation of the device directly from the device panel to a predefined e-mail previously defined.
In case of problems with printing, there is possibility to attach a scan of a document and enter a comment directly from the device panel. The application must be able to report the following predefined problems: Damage Mechanical, Paper cassette problem, ADF feeder problem, Noisy operation of the device, Paper jamming, Does not take paper, Poor Print quality, Dirt on printout, Crumpled printout, Unable to
printout can be received, Printout not correct"

i cant see how noise or dirt can be reported from the copier. this is a human perception.
it can already send an email for jams, codes, low paper, low toner etc..
for everything else there is usually a service tag to call in
We know a thing or two because we've seen a thing or two.
    The medication helps though...

From the description, I infer that the customer expects an application that will run directly on the machine (like apps from Marketplace, or SafeQ etc.), from which the users can report problems by pressing buttons, or using drop-down list with predefined problem description.

I know about email reports, but I think, that customer expects something else.

This is not a burning issue, but rather a question out of curiosity.
And personally, I don't think anyone has encountered such software.
However, I can imagine a situation where someone might have written such a program.

I'm not a coder so please don't kill me on this. With the number of monitoring programs available now would it be difficult to add a key on the op panel allowing a customer to create a ticket from there? To minimize stupid tickets it would have to be pw locked to an admin.

Printer monitoring programs such as MPSMonitor, BRAdmin, HP Web Jetadmin and so on, are little different thing.
This software is not installed directly on the machine, but the most of networked machines support the SNMP protocol (Simple Network Management Protocol is an Internet Standard protocol used to monitor and manage network devices connected over an IP).
Software just ask the question to the machine, and machine responds - like "tell me your total counter" and machine responds: 32768 - so there is no interaction with user.

However, your question gave me some idea - for partial solution (reporting predefined issues) could be used just some website designed for this, set as home page in internal web browser.

@jotunn I like your thinking but there is one big problem - nowadays people are so brainwashed and careless... That being said good luck with your idea maybe one day you can prove I'm wrong...that would be happy day for me

Oh, it's not intended to make ordinary customers happy
They are, as you said brainwashed, even with an access to all "new technology" like issue tracking websites, emails, they prefer to use phones to report a problem in style "copier is not working".

Public institutions in my country, such as courts, schools, hospitals, city halls (?) cannot buy equipment such as computers, software, copiers, supplies and more from any vendor on their own.
This is heavily regulated by public procurement law - contracting authority (like public institutions mentioned above) must publish specification of essential terms of the contract on special websites that can be accessed by various tenderers.
Citation from my first post is a part of such specification, and you must fullfill all the terms to make an offer.

You are welcome as that makes perfect sense to me.
