TA-308ci with C2101 error and no fans at startup

Hey all, I have a TA-308ci with only 19 total clicks (13 B/W 6 Color) on it that is throwing a C2101 error when you boot up the machine. No fans or anything start up, just the scanner, then the op-panel goes to error screen. We have tried replacing the following:
K Drum, K DV, Fuser, Main PWB, Engine PWB, Drum DLP Connect Assy. PWB, Feed Drive, K DV Motor (and the wire harness to the Engine PWB), Main Drive, HV PWB, LV PWB, SDRAM. Nothing has fixed. If we try to power on without Drum and DV, we get C7901 error, but still no fans. Machine doesn't recognize the doors open, wont let us run motor checks (except for U135 toner motor check). Kyocera told me they have 6 other open calls on the 308ci with this issue and no resolutions. Can anyone assist me here?

You definitely have a 24v power system down, whether by circuit failure or engine condition(regulated)

If you want to track anything down you are going to have to start checking voltages, starting with the 24V3_E_IL output on Engine PWB YC-16 pin 7 (output from Engine PWB to DLP MOT-K) and if not present, check the 24V3_E_IL input (from FrontCoverSwitch) on Engine PWB YC-31 pin 2 (to frame ground). If still not present, check FCSW 24V0 input on YC-31 pin1 (to frame ground).

If 24V0 is present at YC-31 pin 1 and 24V3_E_IL on pin 2 is not, then check continuity of FCSW and wiring.

Lastly check 24V0 input to engine PWB (from LVPS) on YC-29 pins 3 and 4 should both have 24V.

Anything with an 'IL' in the name usually passes through a safety interlock switch somewhere. This has been an issue on certain other models.
