Does it do this on internal prints as well? I do not see a white border around the print so that leads me to believe that it is not scanner induced. I would first try swapping the Cyan drum into another color slot and see if the issue follows it. Barring that I would examine the IBT after doing a stop print and see what is on the belt. It could be a first BTR issue as well, which would entail removing the belt material and cleaning the first BTR rollers. Good luck, hope you get it fixed.

turn on shadow suppresion during copy and scan color.
IIRC it's under , Image quality>effects > shadow suppresion

if you print the original file, the result is clear right no blue background?
