Canada infection rate is much lower than the US do to health measures. IE Masks
Don't think in a few months they will have a problem as US orders will be filled by all manufacturing. So all three will be able to supply Canada and any other countries that need it and US will have a surplus.

Average infection rates in Canada are lower than average rates in the US for the same reason average rates in the great plains states are lower than major metropolitan areas. Much lower population density.
