There was also basically unrestrained oil production at that time which causes the price of oil to decline which results in lower fuel prices.
OPEC and Russia have recently agreed to keep oil production lower which raises the price of oil and also fuel.

When dems impose massive regulations, cut supply, and raise taxes (see carbon tax), you'd be stupid to think prices wouldn't go up as a direct result.
