Let's look at 2 Special Counsel reports, the Mueller Report on Trump and the Starr report on Clinton. Mueller found 0 grounds for indictment, ie impeachment. Starr found 11 possible grounds for impeachment in four categories: perjury, obstruction of justice, witness tampering and abuse of power. https://en.wikipedia.org/wiki/Starr_Report Sounds to me like the impeachment of President Trump was a political hit piece.
