    In years past liberals would use NASA as an example of something that could only be done by the government and not the private sector. Wrong.

      The Constitution was written over 200 years ago. It is not a divine document and could not possibly forsee the advances in modern society.
      I would start with those that the states are already taking care of such as the EPA and the Department of Health Education and Welfare. The states do a far better job. When there is duplication between multiple agencies, keep the one that is most efficient. Then there are one like DHS that are not coming anywhere near doing their job.

        The democrats in Congress only need five financially responsible Republicans to make this self inflicted problem go away. Five Republicans who could benefit their districts big time with potential large Federal gov't infastructure projects available under President Biden's Infrastructure Act that was passed into law.
        If the projects need government assistance to be undertaken then they are not ready for primetime and should wait until they are. Similar to the EV tax credits, if the market wanted them then the government would not have to bribe people (with other peoples money) to buy them. The only infrastructure the federal government should be concerned with is the buildings they need to operate out of. Everything else is state level and should stay there. The feds should also stop blackmailing the states into doing what they feds want under threat of with-holding federal funding (the drinking age comes to mind on this, no federal set it at 21, but states lose funding if they don't).

          ... fortunately, we do not live in the alternate reality you propose and the Constitutional changes you suggest will never happen.

          Meanwhile the clock keeps on ticking to increase the debt limit or plunge the US and global economy into significant harm.

              WASHINGTON — President Joe Biden warned that the low unemployment rate in Friday’s jobs report could disappear if House Republicans do not increase the debt ceiling soon.

              “Just today they’re reporting 250,000 new jobs,” Biden said at the White House. “The last thing this country needs after all we’ve been through is a manufactured crisis and that’s what this is: A manufactured crisis. That’s what it is from beginning to end, it’s a manufactured crisis driven by MAGA Republicans in the Congress.”

              The Bureau of Labor Statistics’ jobs report on Friday found nonfarm payrolls increased 253,000 for the month, far beating Wall Street estimates of 180,000. The growth puts the unemployment rate at 3.4%, compared to an estimate of 3.6%, tying it for the lowest level since 1969.

              Biden praised the figures but warned if Republicans did not agree to lift the debt ceiling and prevent a default, the impact on the economy could be catastrophic. The president cited a recent Moody’s report which showed 780,000 people could lose their jobs if the country were to default on its debt.

              Lifting the debt ceiling is necessary for the government to cover existing spending commitments already approved by Congress and the president. Doing so does not authorize new spending, but House Republicans have said they will not authorize a lift if future spending cuts are not agreed to. The White House has said it is open to discuss spending cuts but will not negotiate with Republicans on the debt ceiling, and lifting it is their constitutional responsibility.

              “They’re two separate issues – two,” Biden said. “Let’s get it straight: They’re trying to hold the debt hostage for us to agree to some draconian cuts, magnificently difficult and damaging cuts. But unfortunately, they’re threatening to undo all this progress by letting us default.”

              Congress lifted the debt ceiling three times under the Trump administration without conditions. Biden warned of the impact it could have on the country’s standing in the world, saying America is “not a deadbeat nation” and that the standoff “is becoming an issue in other countries” who worry the U.S. will default.

              Biden will meet with the four top congressional party leaders at the White House next week and try to reach a deal. The president last met with House Speaker Kevin McCarthy, R-Calif., in early February. The president said he hopes Republicans will agree to have “normal arguments” instead of ultimatums when they meet.

              “Net week I’m going to reiterate to Congressional leaders that they should do what every other Congress has done — that is, pass the debt limit, avoid default,” Biden said. “I’ve said all along: We can debate where to cut, how much to spend, how to finally over the tax system to where everybody has to pay their fair share or continue the route their on, but not under the threat of default.”

                  As for the rest of your list, DHS is an abject failure as evidenced by the constant failures at the agencies that make it up, including but not limited to, TSA, CBP, and currently any federal law enforcement agency that would prefer to monitor concerned parents than groups destroying public and private property in the name of "social justice". NASA is currently obsolete as they have zero capability for getting people and things into orbit, that is being handled by private companies, as it should be. The EPA needs to be at least reeled WAY in, when they start trying to control what are effectively seasonal puddles on private property they are over-reaching what ANY government agency, at any level, has any authority doing. Before you decide that I've made any of this up, do some research.

                      House Democratic leader Hakeem Jeffries of New York called the GOP proposal a "ransom note" on Sunday, labeling it the "Default on America Act."

                      "Either Republicans want us to accept these dramatic cuts or accept a catastrophic default on our nation's debt. That is what is the unreasonable position and hopefully in a few days Republicans will come to their senses and do what's right by the American people," Jeffries said on NBC's "Meet the Press."
