You're probably right, but my personal experience shows otherwise.
Back in the late '80s I had a bottle of toner that someone had got from a toner pirate, and I took it out in the woods and drilled a hole into the bottle cap then stuck a "black cat" rated firecracker in the hole. All that did was blow the bottle cap to smithereens.
Of course, that could just be another indication of the crap that non-OEM supplies are. Can't even explode properly.
(Apologies to the actual Black Cat.)
Not how you do it. You have to make a nice big cloud first, perhaps by shooting or blowing up a huge bottle of waste toner like the old monolta's had but shoot it or blow it up right next to an open flame and the cloud will flash with pretty colors and a nice sound also. Yes I've done it. Quite dangerous. Don't do it inside. Don't do it next to a building or trees. Don't do it on a windy day. I was in a private ranch in a ditch used to burn brush. It was fun, I think NASA satellites saw my flash, lol.

We empty, and I learned the hard way to double bag. I have developed very good breath-holding technique. Of course, I got a "head start" on that in my younger days.....

Had 2 office trash cans thrown in my face as a joke 25 years ago.
I smoke and toke, and no long term affects at all from the toner after 30 years.

If you are worried about airborne toner, use a vac instead of can of air.
Why do they call it common sense?

If it were common, wouldn't everyone have it?

When the mothership gets Ricoh developer, the orders include plastic bags and dropcloths which work really good for emptying waste toner. The plastic dropcloths have a static charge that attracts the minor amounts of flyaway toner dust that occur when things go perfectly.
Even though the main ingredients of a lot of toners are fairly benign (styrene (the main ingredient in Styrofoam coffee cups), or polyester (one reason people who were alive in the '70s continue to live is that polyester isn't a deadly poison)), it probably isn't a bad idea to at least hold your breath if there is a cloud of toner dust nearby.

I have found that the long plastic bags Ricoh puts parts in to avoid small parts getting thrown out with the packing material, work great for emptying many waste toner containers. The end of the container can be slid into the bag and the bag held tightly around the container to prevent leakage. Lately I have found that double bagging is still necessary. Even after catching the bag full of air to test for leaks, I have had seams split as I pour toner in. I have had this happen with the last two MP C6502 waste toners that I have emptied.

Must be the toner causing brain damage.
