HP 3005 printing double characters

one of my customer's has a 3005 that is printing double. the characters are clear and sharp but a second or ghost image of the print is just slitely offset by no more than a millimeter. toner cartridge isn't the problem, fuser looks good and clean.

I ran into this a while ago but just replaced the entire printer (which isn't any fun!). Fuser problem, maybe? Printhead, more likely?

Any thoughts
