      Because Microsoft is slowly dumping legacy code in Windows. The Control Panel applets were never that intuitive to find for novice users and there have been easier ways to add printers for quite awhile. I'd argue they haven't gotten rid of it fast enough and still have it floating in the code instead of just moving everything into Settings.

            I think they are getting people used to their new way before they eventually remove the Old Devices and Printers completely in a future update of Windows.

                I've been using:
                Ctrl+R: Control Printers

                Works great. Most of the time it boots to the old interface.
                When it doesn't, then:
                Ctrl+R: control /name Microsoft.Printers

                      For the past few years I just click start and begin typing scanner, by the 3rd letter scanners and printers comes up so I click that and add my printer.
                      We know a thing or two because we've seen a thing or two.
                      The medication helps though...
