It's odd that you still have the error AFTER swapping in a new ITB assembly.
In that case I'd be looking at either the cleaning assembly...a new blade can slow the belt down til it's been bedded in properly.
I'm assuming that you cleared the error in service mode?
Failing all that you may have to look at the ITB drive motor....the white patch is not only read but it's also timed....if it it takes the first reading at home position, the DC knows how long it should take for the next pass over the HP sensor...if it takes to long you'll get the HP error(E070)....good luck.

Also make sure the small black guide is on the outside of the belt and not blocking the HP sensor

The black thing should not be blocking the hp sensor. It needs to go on the outside of the belt.

                    Good to hear Smiley...
When that black guide is inside the belt IN MOST CASES it causes the belt to rub against the steel plate that sits below the itb cleaning assembly and it can slow the belt down,or, in some cases can tear the belt.
