C259if - Control panel black and blinking green light 2 blinks and a pause

I have this C259iF with black control panel screen with the green power button. 2 blinks and a pause. I have done the troubleshooting in the manual, led 1 does not flash and no error when removing the flash PCB. I have replaced the Main Controller PCB, per manual and same thing. I find it hard to believe both boards would have the same issue. Has anyone else seen this problem? I am leaning towards power supply. I have replaced 3 at this location in 13 months and there are no more than 15 machines.

I agree. Do a Power Supply Assembly Check Flow. (service manual)

The LVPS did correct the issue.
