yeah, it coult be dev, but looks very strange...
clean laser windows at first. Do some color calibrations.
Maybe stiring a dev in a service menu will help, but if you don't know how - better for you not to use a service menu.
You can make a print-stop test to check how the image is forming on the belt.

Hi, should you be more specific and send more photo evidence of the black drum unit? Is the drum unit you installed new or from another machine?

if the drum is new, in the place where the printer is located it is hot climate or very cold climate. if the weather is cold activate the button (Environment Heater Switch) check the service manual to see that button

when we saw issue ,black drum unit is rebuilded ( OPC drum, cleaning blade , PCR , and cleaning Roller changed ) and also showing the same problem ,so we swapped cyan drum unit from the same machine installed it to black. still problem in black .while the black unit which swapped to the cyan is working properly.

You wrote ITB looks fine, but did you swap with the other known-good one?

Today I solved a little similar issue by swapping a ITB.
