Here's a case with that 1320
Disconnecting J202 on saddle controller cleared the jam. The machine became fully operational except for the saddle stitch unit.*Disconnecting J202 on an operational machine caused an error code of E5FA-8000.*This problem was duplicated by disconnecting connectors J202 and J203 on the saddle stitch controller. Solution : Replacing the saddle*stitch controller (FM2-5696-000)*resolved this issue. -
thanks screwtape - but have already replaced controller , though if i disconnect j202 machine will fire up and come to ready - but i was aready disconnecting j107 & j129 of the main controller.....
1320 is the most ambiguous code out there in the manual it says 'Paper exists within the transport path at power-on.'Comment

At which sensor is it jamming at? Have you check wire harnesses. Since its happening at power up, one of those sensors is not reseting.Comment

Try this.

Product : imageRUNNER 7086 / 7095 / 7105 Title : Jam code 1320 Problem :
Jam history shows jam code 1320 in the finisher.
Solution :
It has been found that the inlet sensor PS3 can cause 1320 jam code. Check the sensor in service mode COPIER>IO>SORTER>PO24> BIT13> 1 indicates paper present. Also make sure the entrance guide is not bent. PS3 is a reflector type of sensor. Part number for the sensor (WG8-5736-000). Canon USA, Inc. Systems & Technical Support Division1-800-528-2830sComment

thanks for all the input - I have'nt posted all I've done so far as I was hoping for a 'curveball' remedy - already checked i/o which made me change controller all bits(well most) were in true/on(1) state - see attached ,but this is with new controller - have used all 2 of the u.k u.fo's
swpped sensors & changed bits of loom......
attached is the i/o and the pdf of manual - all senosrs seem to be suggesting paper presentComment
