      E064 code with a 0003 sub code can occur if Toner gets on the Developing Bias Tab. If the Toner is getting on the Developing Bias Tab you should check the seal on top of the Developer.

                  Yes the developer is turning there's not image on the drum, I replaced a couple of boards and it's still printing blank copies. By tha way is thi HVT PCB tha high voltage power supply?

                          If there was a E64, 9 times out of ten it gonna be a bad HVT.
                          You can also check the drum tabs that make contact with the HVT.
                          Have you tried a different drum?

                              Its by the right side door, the inside rear. You have to take out mostly everything to get to it.
