First u should try to get a manual/ there are procedures to follow on this code.

Areas to look at depend when code appears /when printer is turned on.

It at Control Rotation ?= check 24 volts DC is present at J721on H.V. DC Transformer PCB Assembly
check your- Primary corona, the Transfer/Separation corona, & the Pre-Transfer corona

inspect the Developing Unit, see if toner is contaminated/ if so > clean out /add new toner
**Knowledge is time consuming, exhausting and costly for a trained Tech.**

      To add:

The main causes of E065 are: The primary charging ass'y or HV-DC transformer PCB is faulty.

Inspect the primary charging ass'y for soil, contaminations, or abnormalities such as leakage at the block for the charging wire.

If there is no anomaly, check the connection of T601, J723 and J730 on the HV-DC transformer PCB. If there is a problem, replace the PCB with a new one.
