Hello, On several machines I got this paper jam. Paper late for PS28 sensor. I have replaced the role of vertical transport, sensor.

Inspect PS24 too.
Check for wear and tear on the sensor flags.
Inspect wiring for PS24 and PS28. Try removing tie wraps from the wiring.
Make sure firmware is up to date as well. -

That part you change is not going to resolve anything.
How are your pick up, feed, and separation rollers.
When was the last time they were replaced.
Try clutches on the pick up's, check the paper stock assy.
