Check white inverter gate arm on rear of delivery unit for cracks. Have you changed inverter roller. How many copies on machine?

Brian sounds like he is in the correct area. fix the problem instead of working around it or it will just be issues later on something else. the white arm usual breaks and you cannot see it while it is in the machine. Take it out and examine it. The white arm should have a fork on the end that goes around the solenoid pin and one of the forks usually breaks.

before replacing anything is the paper lying flat and pointing towards the exit or bending down towards the duplex unit? If it is flat and facing towards the exit then rollers and sensors probably having nothing to do with it. If it is heading down to the duplexer (the correct position) then rollers and or sensors are more likely the issue.

Even if you were able to force printed side up delivery, you would not be able to create 2 sided copies, as the same mechanism that is used to flip the copies over for face down delivery is also part of the 2 sided copies path. For my money, you will probably find the white guide actuator, already mentioned above, is cracked...

You need to replace that arm. Its probably got a hairline crack.

Replace the internal delivery roller assembly(has grey rolls on it) and the gear on the end of it. The gear has a one-way in it. Shaft gets chewed up also.Something to look at...changed many for 020F jams...usually around a million will start to act up. Same on 5570,5055 family
