a lot of things can cause this issue:

    transfer roller
DC controller (might try a DCON clear)
    HV Power Supply
    Switching Regulator
developing Bias (check for paperclips and staples in the drum/devleoper cavity)
leaf springs under the transport (make sure they are making good contact with bed)
Accidents don't just happen. They must be carelessly planned.

there is no specific reason as to why the error happens or what causes it. There can be many solutions to it and thats why I gave you such a long list of things to check. Start with the easy checks and move forward from there.

The temporary solution is to clear the DC-Controller in Service Mode (Copier > Function > Clear > DC-CON > OK).
The permanent solution was to install the new style Switching Regulator.

Note 1: Before clearing the DC-controller generate a P-Print and User-Print so that you can re-enter the values in service mode.

Note 2: Also, check for a contaminated transfer roller. If necessary, clean or replace a contaminated transfer roller.
