Use bigger format and check for smear repetition. Also you can make a force stop before fuser and
          inspect print quality.Read PDF........ir4570-045.pdf

I have 2 other things cause similar ( other than what you have replaced already )

            1) - very important to clean all the hard toner off the fuser input guide.

            2) - I have had several occasions where the transfer roller "box" on the RHS door that swings out does not mate with the machine side properly. If you close the door slowly whilst pushing the transfer assy into the door, letting go with your hand as late as possible so it mates correctly it will show you if it solves the image issue. You can then either replace the door or tie-wrap the assy hard into the rhs door. Dont see many original 4570 type machines now, but as they got a little longer in the tooth this was not uncommon.
            Yes, I am a nerd.
Gaming PC - check. Raspberry Pi - Check. Custom ROM on phone - check. Thick glasses - check.

try oem toner, check fixing film rotation, roll pressure, and bearing of pressure

Before going any further I would do a stop test and try to catch it between the drum and fuser to see if your defect is present before fusing. with front door open it should be relatively easy. Then you will know where to "dig deeper" .
You could also try a "skyshot" to get more image on the paper.
