[Dead] Won't come to ready

Have an iR3230 that when the power is turned on, the status bar goes about 1/4 of the way, stops, then the machine will recycle back to power on. I suspect the HDD but I want to get this fixed asap as it is in a correctional facility. I do have limited tools that I can take into the area and most certainly no phones or computers.
Any advice would be greatly appreciated.

When the progress bar doesn't go up more than 1/4, the problem is generally due to a BootRom or SDRAM or main controller (In this order).

take out the memory> clean ends>re-seat

or bring a back -up memory

u mean no nail files-allowed/ do u have to take off your shoes ?

had an account in large city jail/ they used to cut out letter size paper from supermarket brown bags /
when paper ran out/ believe me it worked on NP400
