[CQ] Canon iR1022/1024

Hi, i got a iR1022 & 1024 machine, i having a problem of this machine. It will show
TONER LOW REPLACE NEW TONER
But the toner still have 40 ~ 50 percent remain. Is it the developing unit faulty? Is it can service or MUST replace new developing unit?

Take out the cartridge and let it run out till it will no longer do copies. Someone changed the toner before the machine actually stopped and requested it. See this all the time.

That mean i need change an empty cartridge let it run till end just replace a new cartridge?
If i take out all the toner inside the developing unit and clean it. And then put back the cartridge. Will it work also?

Can this model scan via USB? I have downloaded the Scan tool box from canon but it says "no scanner detected" The machine prints fine over usb, but there doesn't seem to be a scanner driver for this model!? Customer doesn't have a network so can't use LAN.
