You can install a mono driver this will only allow users to print b/w

But for colour copying you will have to use id limits, but you can set this up to only allow b/w

Follow the directions below for PCL and UFRII Print Driver Settings:
Go to the properties of the PCL or UFRII print driver on the server.
Click the Advanced Tab and then click on the Printing Defaults... button.

Click on the Quality Tab and click on the drop down arrow in the Color Mode Field. Choose Black and White as the Color Mode, Click Apply and click OK.

Click OK one last time and re_install driver from share printer on the workstation.

Follow the instructions below for the PS Print Driver Settings:

Go to the properties of the PS printer driver on the server and click on the Printing Preferences button

Click the Color tab and select Black and White from the Color Mode: drop down menu.

Click OK one last time and reinstall driver from share printer on the workstation.

Follow these instructions below for the Fiery PS Driver Setup:

Right click on the Fiery Driver and click on Properties. Click the Advanced Tab and then click on the Printing Defaults... button.

Click on Color, choose Grayscale and click the Expert Settings... button
On the Black Color Setting Profile, click on the Black Text/Graphics drop down menu and choose Pure Black On, click Update.

Click OK one last time and reinstall driver from share printer on the workstation

Press additional functions key > System Settings > Dept. ID Management to enter ID Mode.

      * Turn ON Dept. ID Management.

      * Push the Register Dept. ID/Password button.

      * Push the Register button.

      * Enter a Dept. ID and Password then push the Turn Limits On/Off button.

      * Set the Color Copy Limit to ON and set the copy limit to zero.

Note: Users now will get a message informing them that they have reached the counter limit when they try to make color copies.
