    [CQ] Inconsistant prints

I'm working with an odd problem. I have a client with a Canon iR7186. They have a quality issue; in that prints vary in density. Client prints 90% 11x17 bond. I have vacuumed out dev unit. Toner is genuine. I have adjusted density and replaced chargers. Not sure what else maybe causing this as the room temp and humidity (30-35%) are controlled. See attached. My only thought is slowing down the machines developer. I however don't remember how to do this. Any assistance would be a great help.
