    check

Maybe you shouldn't mess with Factory-adjusted VR's, instead you might try to replace the drum unit for a new one every 55,000 copies (as stated by OEM manufacturer).

          Checked dev cylinder?
          Transfer?
          Fixing assembly?..etc etc....
If you've trialled a new drum already, then it's another piece of hardware...the LAST step for me would be messing with factory set voltages...and even then I'd be swapping boards out rather then wracking my brain trying to reset voltages.
Yet another example of mixed brand techs not being factory trained on the brands they work on
Not saying you're a bad tech...you just need training on canon boxes apparently.
